Annette Kelly-Whittle is a Management Analyst for the City of Pasadena Career Services Division. She holds a Bachelor degree in Sociology and a Masters in Business. Annette has worked in public services in various leadership capacities for over 13 years providing workforce development services to job seekers and businesses. She is a passionate advocate for economic opportunity for underserved populations and vitality in economically distressed communities.
Throughout her public service career, she has addressed many difficult social problems facing our community’s low-income residents, including the challenges of incarceration, youth and adult unemployment, and poverty. She has personally been engaged in policy development, program development and program implementation of a number of community intervention programs.
Prior to her current role, she oversaw the workforce programs and business services divisions at the City of San Bernardino Employment and Training Agency. She was responsible for the design and administration of an innovative small business services program that provided human resource services and business consulting. The program contracted with private business consultants who engaged San Bernardino businesses in a unique process improvement model that involved employees in redesigning core business operations which led to increased value and productivity.
Annette has a heart of service and enjoys helping and serving in the community with agencies such as Inland Empire United Way, the Salvation Army, and Sunrise Church. She serves on the boards of Oak Valley College and The Little Sunshine Foundation.
